In a recently declassified letter, Sens. Ron Wyden (D-OR) and Martin Heinrich (D-NM) have alleged a secret CIA mass surveillance program that for years has been collecting data on Americans, without warrants.
The CIA is prohibited from engaging in domestic activities, with rules tightened after Edward Snowden's leaks, but sometimes unintentionally "scoops up" American data during operations.
