The Facts

  • On Tuesday, Russian Pres. Vladimir Putin arrived in Beijing as China kicked off its two-day Belt and Road Initiative forum in only his second overseas trip since an arrest warrant was issued against him by the International Criminal Court (ICC) in March.

  • His trip to China — which isn't part of the ICC — will see the Russian leader attend the forum, give a speech, and meet with Chinese Pres. Xi Jinping.

The Spin

Pro-China narrative

As turbulence plagues the Middle East and Europe, China's diplomatic and investment efforts are bringing together leaders from across the globe to promote international cooperation, peace, and stability. The Belt and Road Forum exemplifies China's continuing influence on the world stage.

Anti-China narrative

While the Western world imposes sanctions on Russia over the invasion of Ukraine and works toward brokering peace and ensuring security in the Middle East, China is giving a platform to Putin and members of Afghanistan's Taliban government. Beijing isn't interested in global peace but in strengthening engagement with oppressive administrations.

Nerd narrative

There's an 18% chance that China's GDP will overtake the US before 2030, according to the Metaculus prediction community.
