On Tuesday, Russian Pres. Vladimir Putin arrived in Beijing as China kicked off its two-day Belt and Road Initiative forum in only his second overseas trip since an arrest warrant was issued against him by the International Criminal Court (ICC) in March.
His trip to China — which isn't part of the ICC — will see the Russian leader attend the forum, give a speech, and meet with Chinese Pres. Xi Jinping.
