It's ironic that Duffy is presenting this massive proposal — without a price tag — at a time when the Trump administration and congressional Republicans are in the midst of cutting all non-defense spending. The closing or relocation of FAA facilities that this plan calls for is also unlikely to prevail over entrenched politics. Duffy is going to have to work harder to find a solution.
