Expelling diplomats caught undermining a sovereign state is legitimate self-defense. A neighbor that arms and shelters rebel coalitions, then plays innocent, forfeits any claim to normal diplomatic relations. No government can reasonably be expected to tolerate foreign support for forces seeking to destabilize it. Dialogue and African Union mediation remain open, but subversion disguised as diplomacy deserves the firm response it received.
Blaming foreign embassies is a convenient way to dodge responsibility for broken promises at home. A peace deal left half-implemented, with self-rule and political representation still denied and troops never fully withdrawn, is what ultimately pushed seven armed groups into a single alliance. Slamming diplomatic doors shut rather than addressing those grievances only raises the risk that fighting will spread further across the Horn.
