The Facts

  • An election official has confirmed that Haiti's Provisional Electoral Council (CEP) submitted a new election calendar to Prime Minister Alix Didier Fils-Aimé last week, following a report from the local news outlet Le Nouvelliste on Thursday.
  • The new proposal sets the first round of the country's first general elections in over a decade, as well as a constitutional referendum, for Dec. 13, with a second round to be held on Feb. 21, 2027, and final results scheduled for the next month.
  • This comes as voter registration was launched in all but one of the country's departments — the gang violence-ridden West Department, home to the large Port-au-Prince metro area — last week, more than three months after its planned start.

The Spin

Narrative A

This is a real step toward democracy, but security has to come first. Entire municipalities remain under gang control, and displacement camps are still packed. The CEP has done its part; now the government must deliver on security, or the elections simply won't happen.

Narrative B

This is a blueprint for extending one man's grip on power. Scheduling the second round after Feb. 7, 2027 guarantees Fils-Aimé stays in office past the constitutional deadline, and holding a constitutional vote alongside elections creates a legal collision with no transition plan to resolve it.
