New Mexico's lax trafficking laws enabled Epstein's operation, with former Governor Bill Richardson granting sweetheart tax breaks and land deals to a man whose ranch became a hub for abuse. Richardson visited the ranch often, received massages from Epstein's victims and was named repeatedly in depositions, yet never faced consequences in a state that didn't even require Epstein to register as a sex offender.
Federal authorities blocked New Mexico from investigating Epstein's ranch in 2019, forcing the state to stand down despite active leads. No law enforcement agency ever visited Zorro Ranch in an official capacity to examine the property or gather evidence. The newly formed Truth Commission finally provides the opportunity to establish a public record and identify legal gaps that prevented justice.
