- MI5 Director General Ken McCallum claimed on Tuesday that the agency is devoting more resources to "countering state threats than during the Cold War," with its hostile state caseload quadrupling over the past decade to roughly match its counterterrorism work, despite the U.K.'s terrorism threat level being raised to "severe" for the first time in five years.
- Russia remains "aggressor number one," McCallum said, accusing Moscow of hybrid attacks calibrated to stay below NATO's Article 5 threshold. McCallum claimed that nearly 1,000 expulsions from the U.K. since the 2022 invasion had left the Kremlin paying criminals to act on its behalf.
- McCallum alleged Moscow pushed Eurosceptic material through RT, Sputnik and troll accounts during the Brexit referendum, but stressed the difference between "interference attempted and outcome swayed." This comes after Prime Minister Andy Burnham said there was "clear" evidence of Russian interference.
