Carving out only people in federal exchange states who receive no subsidy stacks the payout toward higher earners in red states right before an election. Gutting health care and then refunding scraps is not relief.
Money collected from Obamacare enrollees through inflated exchange user fees belongs to the people who paid it, not to a bloated bureaucracy sitting on a surplus. Returning that cash directly to nearly a million Americans who shouldered full premiums without any subsidy is fair accountability. Paired with price transparency and drug pricing deals, it becomes clear that this administration is on the side of the American people when it comes to medical care.
