Raymond McGovern is a former CIA analyst who served from 1963 to 1990—chairing National Intelligence Estimates and preparing the President’s Daily Brief—before retiring and returning his Intelligence Commendation Medal in 2006 in protest of the CIA’s involvement in torture. In retirement, he co-founded the group Veteran Intelligence Professionals for Sanity (VIPS) in 2003 and has become a vocal commentator and critic of U.S. intelligence policy, advocating integrity and transparency in national security.
