The Facts

  • Reports of AI-generated child sexual abuse imagery increased 400% in the first half of 2025, with the Internet Watch Foundation (IWF) recording 210 web pages containing such material compared to 42 in the previous year.
  • The IWF also verified 1,286 AI-generated child sexual abuse videos in the first six months of 2025, compared to just two videos in the same period of 2024, in a dramatic surge in synthetic abuse material online.
  • Over 1,000 of the verified AI-generated videos depicted Category A abuse — the classification includes videos that can depict rape, sexual torture, and even bestiality.

The Spin

Techno-skeptic narrative

AI-generated child sexual abuse material is out of control — fueling predators, overwhelming investigators, and exposing horrifying legal gaps. This isn’t harm reduction; it’s digital grooming. Synthetic children, made to speak, pose, and please, are no barrier to abuse. Real children will pay the price soon.

Techno-optimist narrative

AI isn’t just a threat — it’s a powerful tool in the fight against child sexual abuse. Rather than succumbing to fear, we must use AI to detect, track, and prevent harm. It can distinguish fake from real, support offender rehabilitation, and help law enforcement protect real children from unimaginable trauma.
