Former intelligence officers turn conflict-tested tools from Gaza and the West Bank into profitable exports, training police and monitoring citizens in places like Côte d’Ivoire, Rwanda, and Ethiopia. Western allies call it innovation; activists call it occupation by proxy. Surveillance replaces sovereignty, and “security” becomes the language of control — a new colonialism wrapped in code.
