This crisis was created by Trump, and luckily, the courts delivered a scathing rebuke, forcing the administration to at least partially fund the program. Democrats voted to stop SNAP payments by voting to keep the government closed. Obama-appointed judges forced an illegal use of contingency funds designed for natural disasters, so 50% is really the best the Trump administration can do at this point in time. Democrats should vote to reopen the government, and SNAP should be audited.
