Russia has drawn up a peace memorandum that aims to resolve the issues of the conflict by way of compromise. On the other hand, Ukraine's call for a ceasefire with no conditions is unrealistic and Kyiv has shown intransigence about taking on Russian concerns.

While Ukraine, alongside the U.S, has called for an unconditional ceasefire, Moscow has continued to reject this. Instead, it has made a series of ultimatums and demands knowing that Ukraine could never accept them, indicating that Russia would much prefer to keep the conflict going.
