The fees make the polluter-pays principle real, disincentivising mass production of cheap textiles, while banning ads and requiring manufacturers to show where clothes are made provides customers with the context to make more informed choices.
France's law is a protectionist scheme disguised as environmentalism. While Chinese firms face crushing fines, European companies like Zara and H&M walk free. Given that a government minister said the goal is to protect French retailers, this is blatantly a trade barrier, not a green policy. The biggest losers, however, will be French consumers, 38% of whom rely on goods from targeted businesses.
