Are return hubs and border detention an effective deterrence or a cruelty that outsources Europe's duties?

Pro-government narrative
Greece's deterrence works, and the numbers prove it: flows have collapsed, asylum backlogs have shrunk and Lesbos now hosts a few hundred migrants instead of tens of thousands. Mandatory detention at the border, fast-tracked rejections and deportations finally stop the abuse of asylum rules, leaving return hubs in safe third countries as the next logical step.
Government-critical narrative
The move by Greek authorities to establish return hubs is a backwards step for human rights, dumping people into countries that have documented records of arbitrary detention, torture and repression. Offloading Europe's obligations onto the Global South while criminalizing protection seekers is lawlessness dressed up as border security. Greece must implement a better system.
