The Commissioners Court of Grimes County, Texas, voted 4-1 on Wednesday to grant SpaceX a 100% property tax abatement and a reinvestment zone designation for its proposed Terafab semiconductor facility, located northwest of Houston.

Along the same lines, the commissioners also voted to approve a section 381.004 economic development program and agreement between the county and the company, which empowers commissioners to develop incentives to stimulate business and commercial activity.

The Terefab project aims to produce chips capable of supporting 100 to 200 gigawatts of computing power on Earth and a terawatt in space, split between edge inference chips for vehicles and Optimus humanoid robots, and high-power chips designed for use in space.

According to Grimes County, the project is initially valued at $55 billion, with total capital investment expected to be roughly $119 billion. SpaceX’s John Federspiel, meanwhile, told the court that it anticipates that Terefab will create at least 1,800 jobs.

The Terafab project is the boldest leap toward a galactic civilization ever attempted, combining logic, memory and advanced packaging under one roof to produce a terawatt of compute annually. While this endeavor is certainly ambitious, SpaceX, xAI and Tesla have all previously done what experts have considered impossible, and are prepared to do so again.

Techno-skeptic narrative

Given that Tesla has zero semiconductor manufacturing experience, a gutted chip talent base and a core auto business bleeding revenue, this is the worst possible moment to bet tens of billions on the most unforgiving industry going. When coupled with the outlandish goals and ambitions of those driving it, Musk may have bitten off more than he can chew.
