The 5th U.S. Circuit Court of Appeals ruled 10-5 on Sept. 4 that the U.S. Constitution does not guarantee a right to clean drinking water, upholding the dismissal of a lawsuit brought by residents of Jackson, Mississippi, over lead contamination.
