The Facts

  • The Internet Watch Foundation (IWF) documented 291,273 reports of child sexual abuse imagery in 2024 — a 6% increase from 2023 — with AI-generated abuse content showing a dramatic 380% rise from 51 to 245 reports.
  • According to a report published Wednesday, the EU hosts 62% of all child sexual abuse webpages, and the Netherlands remains the primary hosting location globally. However, its share decreased from 2023's 33% to 29% in 2024.
  • Category A material — the most extreme type of child sexual abuse content — accounted for 39% of the actionable AI-generated material, while 97% of all documented abuse cases involved female victims.

The Spin

Narrative A

Current legislative frameworks are inadequate to address the rapidly evolving threat landscape of online child exploitation. The EU's delayed child protection regulations and fragmented international approach are leaving children vulnerable to exploitation. Stronger, coordinated regulatory action across jurisdictions is essential to combat this growing crisis.

Narrative B

The exponentially improving quality of generated content makes detection increasingly difficult, and the surge in AI-generated abuse material demands immediate technological countermeasures and enhanced detection capabilities. There is little that can be done to address this crisis until counter technologies catch up.
