These warm gestures are part of Trump's trademark negotiating strategy. The U.S. has entered the negotiating table on its own terms, while Brazilian officials will face the difficult mission of extracting something positive from the talks.
It's certain that Rubio is a hardline Republican who views Lula as a socialist threat to Latin America, but Trump is the only decision-maker here — if he wants to have good relations with Brazil, Rubio will have to take positions he personally opposes. And that will likely be the case as Trump's tariffs have backfired due to Brazil's growing ties with China.
